A.R.C.’s Elder Shelter Coordination & Placement Program is a vital initiative designed to prevent elder homelessness in Arizona. For over 30 years, we’ve supported seniors in crisis—those who need care and safe, affordable housing—by working closely with medical and care management providers.
What We Do
- Placement Support: We help seniors locate appropriate assisted living or boarding homes.
- Care Network: A.R.C. has cultivated a trusted network of licensed care homes and boarding facilities.
- In-Kind Services: We negotiate donations of attendant care, boarding, care management, and nutritious meals for the first week of placement.
- Financial Assistance: Services may be subsidized through direct client assistance funds, when available, until permanent arrangements are secured.
Financial Coaching
We assist clients in budgeting and securing permanent income sources for long-term housing. For homeowners, we offer guidance on Reverse Mortgages to help them stay in their homes. Our HUD-Certified Reverse Mortgage Counselor evaluates whether this option is right for each individual.

A cornerstone of our program is the Elder Protection Helpline to:
- Conduct safety and needs assessments
- Provide urgent placement options
- Screen for health, food, housing, and safety insecurities
- Address domestic violence and crime-related concerns
Our Elder Protection Helpline offers a confidential and compassionate space where elders feel safe sharing their experiences.
Empowering Seniors
Clients work with advocates to create person-centered, culturally specific safety and care plans. We help them:
- Apply for benefits
- Obtain and enforce protection orders
- Engage with interdisciplinary social service teams
